The piece is called Citizen 13660 and it depicts the Japanese-American internment camp experience during WWII.
It’s an eight movement work by L.A. composer Chad Cannon. This movement, entitled “the wind was playing havoc with the fine dust particles,” refers to the dust that was prevalent at the camps. You’ll notice the repeated pedal note “D” which represents the dust saturating every octave in the movement.
